The first thing one notices in a forum during the runoff period is just quite how powerful a difference it makes when there are only two people on stage instead of ten. During the general election, it was rare for any forum to allow candidates to speak for more than a minute or two. Several of the general election forums did limit the number of candidates on stage, usually six, but this still meant, with moderator time included, that it might be 15 minutes between turns for a candidate.
